Dear Mr. Bournia:

As the result of discussions between Commonwealth Edison and the NRC Staf f regarding Open Item 25 in Reference (a),

Commonwealth Edison commits to the following action:

1.

The control room shall receive a high radiation alarm from the outside air intakes.

This commitment is documented in FSAR Section 6.4.1-(i).

2.

Provision will be made to manually initiate the Control Room HVAC Supply Air Filter (" Odor Eater") on receipt of a high radiation alarm from the outside air intake.

3.

The supply air filter train will be tested at each refueling autage (approximately once every 18 months) in conjunction with testing the once through charcoal filter.

The efficiency for this filter train will be confirmed tc be no less than 70% as part of this test.

It is our understanding that these commitments resolve the concerns held by the NRC and provide sufficient basis for closure of the open item referenced.

If you should have any further questions, please direct them to this office.

Unless you can suggest a specific FSAR section which can be amended to document these commitments, this letter with subsequent approval of the LaSalle County Technical Specification which addresses the supply air filter will serve as the formal documentation.
