Dear Mr. Grier:

This letter is in response to IE Bulletin 80-02, forwarded to us on January 21, 1980, concerning the quality assurance of reactor feedwater spargers.

Peach Bottom Unit 2 and Unit 3 do not currently have any feedwater sparger material ins talle d which was provided by Marvin Engineering Company.

However, modifications which will utili=e such materials are in progress for Unit 2 and are being planned for the next Unit 3 refueling outage.

The " Action to be Taken" and our respons es to the modifications are treated sequentially.

Have reactor feedwater spargers and thermal sleeves manufactured and/or fabricated by the Marvin Engineering Company been purchased and/o r installed in your facility?

Since Marvin Engineering is principally a subcontracting Company, determine if your equipment originated with the Marvin Company and was eventually supplied to your facility through another contractor / supplier.

Response

One set of feedwater sparger/ thermal sleeve a s s e m b ' t. e s has been purchased f rom General Electric Company which was manufactured by Marvin Engineering Company for Peach Bottom Unit No.

2.

A second set will be ordered for Unit No. 3 from GE.

The Unit 2 spargers are being installed during the present Unit 2 refueling outage and Unit 3 spargers are scheduled to be installed in the Spring of 1981.

Provide a description of this equipment to include its purchase date and its design function during both normal and accident conditions.

Response

The only Peach Bottom equipment identified in response to Item la, manufactured by Marvin Engineering, are the feedwater sparger/ thermal sleeve assemblies as described in GE document NEDE-21821-A Figures 3-1 and 3-2.

The feedwater spargers/ thermal sleeves are not a part of the pressure boundary of the reactor vessel nor are they welded to the pressure boundary.

The only function of the spargers is to distribute feedwater evenly around the perimeter of the reactor.

Additionally, the feedwater lines are used to convey High Pressure Coolant Injection (HPCI) water into the reactor; how e ve r, no credit is taken for the distribution function of the spargers and a failed sparger will not interrupt the HPCI flow.

The dates of purchase of the items described in la. above are 2/23/78 (Unit 2 materials), 4/9/79 (Unit 2 assembly), and 6/18/79 (partial Unit 3 material).

For each piece of identified equipment, provide the performance history associated with its usage.

This should include the cause of any f ailu res or malfunctions and the frequency of such events.

Response

There is no operating history for the identified equipment due to the installation status as presented in la.

3.

Provide information on the su'ppliers and receiver's QA/QC program in effect at the time of purchase.

This information should be discussed in terms of it providing sufficient bases for judging that the integrity of the equipment is sufficient to permit plant operation during normal and accident conditions.

Response

This equipment was purchased by GE from Marvin under the provisions of the GE QA Program NED0-11209-04A, and Marvin Manual

  1. 7, Rev. O which complies with ANSI N45.2.

The GE Company purchased the feedwater sparger and thermal sleeve assemblies under their non-essential to safety quality assurance classification, because they do not serve any safety function and are not a part of the p rimary system pressure boundary.

However, to assure the proper quality control, the GE QA program was imposed upon Marvin Engineering Company.
