8005180016 UNITED STATES NUCLEAR REGULATORY COP. MISSION DOCKET N05. 50-321 AND 50-366 GEORGIA POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE NOS. DPR-57 AND NPF-5 AND NEGATIVE DECLARATION The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 74 to Facility Operating License No. DPR-57 and Amendment No. 15 to Facility Operating License No. NPF-5 to Georgia Power Company, Oglethoroe Power Corporation, the Municipal Electric Authority of Georgia, and City of Dalton, Georgia (the licensee), which revised Technical Specifications for operation of the Edwin I. Hatch Nuclear Plant Units 1 and 2 (the facility) located in Appling County, Georgia. The amendments are effective as of the date of issuance.

The amendments authorize the installation and use of new high density storage racks for the storage of spent fuel assemblies in the spent fuel storage pool.

The application for the amendments complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.

The Ccmmission has made appropriate findings as required by the Act and tl.e Commission's rules and regulations in 10 CFR Chapter 1, which are set forth in the license amendments. Notice of Proposed Issuance of Amendments to Facility Operating Licenses in connection with the amendments was published in the FEDERAL REGISTER on August 15, 1979 (44 FR 47820).

A petition for leave to intervene was filed by Georgians Against Nuclear Energy (GANE) on September 14, 1979. GANE withdrew its Petition for Leave to Intervene by letter dated November 2, 1979. An Order Dismissing the Proceeding was issued on November 16, 1979.
