Three Mile Island Nuclear Station, Unit I (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 Primary Coolant System Pressure Isolation Valves Based on telephone conversations held between Mr. D. DiIanni of your staff and Mssrs. D. G. Mitchell and J. J. Colitz of Metropolitan Edison on April 7 and April 10, 1980, we wish to modify our response of March 31, 1980 (TLL-137).

Our letter of March 31 committed to test CF-V5A/B, CF-V4A/B and DH-V22A/B for valve integrity and functionality as a pressure barrier. We based this committment on our view that the Core Flooding System and the Low Pressure Injection System both e.ontained Event V valve configurations. However, during the above mentioned telephone call it was determined the Core Flooding System does not contain an Event V valve configuration, in that, the entire system is contained within the Reactor Building. Therefore, valves CF-V4A/B, which are part of only the Core Flooding System, will not be tested as part of this issue. The leakage limits to determine integrity for valves CF-VSA/B and DH-V22A/B, which are part of the Low Pressure Injection System, and contain an Event V valve configuration, have not yet been determined by our engineering staff.

However, prior to the completion of the modifications required to perform the testing, a leakage limit will be submitted for your approval. As stated in our March 31 letter, the valves will be tested whenever they are moved from the fully closed position, and the procedures and plant modifications will be completed before December 31, 1980.
