Subject:

Arkansas Nuclear One - Unit 2 Docket No. 50-368 License No. NPF-6 Proposed Technical Specifications Change - Shutdown Margin During Mode 5 Operation (File: 2-1511.2)

Gentlemen:

This letter proposes a change. to the Arkansas Nuclear One - Unit 2 (ANO-2.)

Technical Specifications. We wish to change sections 3.1.1.2, 3.1.2.2, 3.1. 2. 4, 3.1. 2. 6, 3.1. 2.8, 4.1.1. 2, 3/4.1.1 and 3/ 4.1. 2. This change is requested for the reasons discussed below^.

' Arkansas Power and Light Company was informed by letter from Combustion Engineering that the safety analysis for a boron dilution accident in

. Mode 5 assumes an initial shutdown margin of 2% LK/K while the Technical Specifications require only 1% IK/K shutdown margin in Mode 5. This proposed Technical Specification change increases the required Mode 5 shutdown margin to _>__ 2% 6K/K and thus assures consistency with the as-sumptions in the safety analysis.

As stated in our letter of April 1,1980 from Mr. D. C. Trimble to Mr. K. V. Seyfrit, a review of the plant operating history has con-firmed that actual shutdown margins have always exceeded the 2% A K/K as assumed in the FSAR.

The revised pages of the ANO-2 Technical Specification are included with vertical lines denoting changed items. The revised pages are listed below.

. Pursuant to the requirements of 10 CFR 170.12, we have determined our amendment request to require a Class III fee of $4000 as it involves a single safety issue. Accordingly, a check in the amount of $4000 is

, remitted.

V ry truly yours,.
