I wrote to you on February 22, 1980, concerning the above subject.
In my letter, I proposed using probabilistic risk assessment techniques to per-form an overall evaluation of Big Rock Point. The purpose of this evalua-tion would be to determine what modifications are necessary for continued operation of this uniquely designed plant. Pending this detemination, my letter requested approval to defer implementation of several NRC-proposed modifications for a period equal to the length of our proposed assessment.
As you will recall, we discussed this proposal during a meeting on March 20, 1980; the information discussed in that meeting was documented in my letter to you dated April 2, 1980.
I t is now more than one month beyond the date by which URC action on our pro-posal was requested. Although routine telephone contacts have indicated your personnel are working on this subject, no formal action has been taken on my request. I have thus decided to use this letter to express my concerns.
The overall assessment schedule discussed at our March 20, 1980, meeting is in jeopardy. A consultant has been engaged and has started work, but the resources I can apply to this project, in the absence of any definitive response from you, are necessarily limited.
In addition, timely completion of those NRC-proposed modifications which are required by January 1,1981, may not be possible even if engineering and procurement efforts were initiat-ed today. For these reasons, your response to our proposal is needed urgent-ly.
My staff has discussed the urgent need for your reply with various members of your staff. Mr Crutchfield, of your staff, has informed us that the recent reorganization has affected efforts in this area; he estimated an additional l
