SUMMARY

OF MARCH 20, 1980 MEETING ON FIRE PROTECTION On March 20, 1980, the NRC staff met with representatives of Gulf States Utilities (GSU) and Stone and Webster to discuss staff positions on fire protection criteria. Attendees are listed in the Enclosure.

The staff reiterated its position in Appendix A to Branch Technical Position 9-5.1 regarding a seismically qualified fire hose station and water supply and emphasized that the approach is based upon an extinguishment philosophy, rather than a redundancy philosophy.

The need for a separate header for the hose station and sprinkler system was discussed. The staff noted that a single passive failure of a header must not disable both the sprinkler system and the hose station supply.

The staff discussed requirements for isolation and separation of redundant divisions within electrical cable tunnels and control building chases and the role of transient fires for such areas.

The staff suggested that a cable tray be wrapped with ceramic blankets or other suitable material so that one division can remain functional with a failed sprinkler system for' one hour, or that both trays be wrapped to remain functional for one-half hour. Alternately, an alternate shutdown concept independent of either division could be considered. The staff also called for area sprinklers in vertical areas < (more than one floor) where the wick affect is of concern, even if barriers (e.g., kale wool) are erected for such purposes. The staff advised GSU to make liberal use of detectors, particularly in areas of high fire load potential.

The requirements for a two-hour enclosure for stairs and elevators was I

discussed. The Mark Ill containment does not have enclosures. The staff concern is for access in or out to avoid smcke asphyxiation. The staff noted that the applicant should examine traffic patterns and ventilation systems in this regard.

the staff requires an eight hour duration for emergency lights; the report should be revised to note that carpeting is not used for the PGCC.
