PROPOSED IMPOSITION OF CIVIL PENALTIES - $25,000 This is to inform the Commission that a Notice of Violation and a Notice of Proposed Imposition of Civil Penalties in the amount of Twenty-five Thousand Dollars will be issued on or about April 4,1980, to Sacramento Municipal Utility District.
This action is based on an alleged violation and two alleged infractions of the Commission's regulations and/or license conditions relating to the operation of the Rancho Seco Nuclear Generation Station during the period December 17, 1979 to January 10, 1980, with certain portions of the Emergency Core Cooling System in degraded conditions which could have resulted in serious consequences in the event certain postulated faults had occurred.
These degraded conditions appear to have resulted from personnel errors in irrplementing operating procedures and in the failure of the licensee to main-tain effective procedures and controls to preclude such occurrences.
In addition, M the proposed civil penalties, an Order Modifying License Effective-Immediately is being issued which requires the licensee to adopt and implement administrative procedures for independent verification of valving line ups and equipment operability whenever safety related equipment is removed frorn or placed in service, and also requiring that existing procedures and controls be reviewed and revised as necessary.
A news release has been prepared and will be issued about the time the licenses receives the Notices and Order.
The State of California will be informed.
It should be noted that the licensee has not been specifically informed of the enforcement action.
