Dear Mr. MacDonald:

It is requested that the certificate of compliance for the subject radio-active materials package be amended to cover the use of nonstructural appurtenances.

Enclosed are eight (S) copies of HNDC drawing number C001-5-9121, Sheet 1, Revision 1, which supplements the drawing referenced in the current certificate of compliance. Attachment A lists the requested changes in the certificate of compliance and the items which may be used on the subject package. As noted, these attachments do not affect the structural integrity of t* e cask, nor the safety analysis report.

Your cooperation in expediting this amendment is greatly appreciated.

- -a Attachment A Radioactive Materials Package Certificate of Compliance No. 9089

!!NDC Model !!N-100S It is requested that Revision 2 to certificate No. 9089 he issued to cover the following:

1.

IINDC Drawing No. C001-5-9121, Sheet 1, Revision 1, (supplement to PX Engineering Drawing, Inc., Drawing No. 449-A), should be added to the drawings listed in paragraph 5(a)(3) in the current certificate.

2.

The items covered by this revision are included on llNDC Drawing No. C001-5-9121 as follows:

a.

Identification Signs (Elevation View)

Identification signs approximately two feet high and three feet wide may be installed on the outboard sides of the cask.

The signs are sheet metal and are attached by bolts in drilled and tapped holes. The bolt holes are located in lightly stressed arca of the cask body and do not adversely affcet the structural integrity.

Placard Mounting, (Elevation View and View A-A)

Steel angles with a steel plate as shown on View A-A are welded to the outer shell of the casks.

The plates are used to hold the placards required for radioactive shipments. The placards may be located either above or below the identification signs as shown on the elevation view. The attachments do not affect the structural integrity of the package.

Lif ting Lug Covers (Detail B)

Bent washers may be welded to the cover of the cask adjacent to the cask cover lifting lugs.

The washers >are used as eyes for lanyards attached to the sheet metal covers which are installed over the cask cover lifting lugs. The metal covers are used to prevent the use of the cask cover lugs to lift the entire cask. The attachments do not affect the structural integri ty of the package, d.

Prima ry I.id Security Wi re (Section C-C)

Bent washers may be welded to the cask body and to the cask cover as shown in section C-C to receive the prii.,ary lid l

security wires. These attachments do not affect the integrity of the package.

Secondary Lid Security Wire (Section D-D)

One of two methods may be used for the attachment of security wires on the secondary lid as showa on Section D-D.

Either bent washers are welded to the cask cover and secondary lid cover or holes are drilled in one or more of the studs to receive the security wires. Neither method adversely affects the structural integrity of the package.

Rain Cover Tiedown Brackets (Elevation View and Detail E)

Steel brackets may be welded to the periphery of the cask for securing covers. The number of brackets may vary depending upon the type cover being used.

The attachment to the cask body does not affect the integrity of the package.
