In your letter dated March 25, 1980, you requested that we demonstrate that the qualification of the proposed membership of the Offsite Review Committee (ORC) satisfies the ANSI 18.7 - 1976 requirements for competence and expertise in the areas defined by Section 6.5.2.1 of the Beaver Valley Technical Specification _.

Sufficient competence and expertise for each of these function areas is available through the ORC members or their alternates. Each function area and the responsible persons include:

a. nuclear power plant operations - J. A. Werling, member and F. J. Bissert, member
b. nuclear engineering - R. E. Martin, member and A. R. D'Amico, member
c. chemistry and radiochemistry - R. D. Scherer, alternate
d. metallurgy - W. H. Sikorski, alternate
e. instrumentation and control - R. A. Irvin, member and J. D. Sieber, member
f. radiological safety - F. J. Bissert, member and J. C. Allingham, alternate
