TENNESSEE VALLEY AUTHORITY CH ATr & NCOG A. TENNESSEE 37401 400 Chestnut Street Tower II April 29, 1980 Director of Nuclear Reactor Regulation Attention:
Mr. Thomas A. Ippolito, Chief Branch No. 3 Division of Operating Reactors U.S. Nuclear Regulatory Commission Washington, DC 20555
Dear Mr. Ippolito:
In your letter to H. G. Parris dated February 15, 1980, you requested that we advise you of TVA's position on the vital area analysis conducted at the Browns Ferry Nuclear Plant during the period hovember 26-30, 1979.
We are unable to provide substantive commen*s on the results of the analysis because of an insufficient understanding of criteria used by Los Alamos Scientific Laboratories (LASL) in performing the analysis.
This lack of understanding regarding the basis fer some of the study's conclusions was discussed with NRC and LASL representatives at the meeting in Chattanooga, Tennessee, on May 23, 1979. To resolve this situation, TVA will get in touch with LASL and work directly with them in order to resolve or clarify areas of disagreement. After TVA's evaluation of the LASL analysis is complete, we will forward applicable comments in accordance with your request.
Very truly yours, TENNESSEE VALLEY AUTHORITY s'
