20036 Docket nuzicer 50-155 Daar Mr. Gallo This.is my answer to your interrogatories of March 14, 1980 You will note that my list of witnesses is extraemly tentativS I

am not being evasive at alls the point is that at this moment I have contacted only one possible witness.

Beyond a problem of inortia, the spectre of very high witness fees and travel expenssa has prevented me from contacting witnesses until now.

I am working on a more definite list of witnesses and financini arrangement that nibht provide suitable experts despite my severely limited funde.

I uncerstand the continuing nature of this set of interrogatcries, and will inform you promptly of any progress.

I shall sand you a latter within two weeks concerning witnesses.

Enclosed is an updated bibliography which contains nearly a.'.1 of the books that I have been reading, nn whole or in parto and which I use as background infennal; ion for my intervention.

I have marked those books that for:s substantial basis for my work, and when appro--

priate, have indicated the specific hontenticna and corresponding books.. Might I auggest that some of those volumes form a strong, trya responnible counter-balance to the position ad*nnend by the indus and. wotrid be very infomative reading for yourself?

I an' citing all of the incidents from the'" reportable occuranca" filathat I presently know of.

My confederates have dono significantly more research in the Public Document Room in the Charlevoix library than myself, and as soon as they chare the fruits of their labors with me. I shall forward.all appropriate information to you.

This holds true, of course, for any further research I may do as well.

~3s Plant History as revanled in documents in the Cha:levoin Public Library Public Document Room:

JoAnn Bior and Shirley Johns., members of the Concerned, Citizens for the Charlevoix Area valid witnesses

's by virtue of their long hours in research, and because the baeic of their. testimony will by the compiny's own reporto.

They may be called to introduco '

evidence on other contentions, drawing frca the company's reports.

The dccuments they will introduce will be reported later, when I have word from them.

Plant History:

An attempt will be made to call former and present

' employees of Consumers Power Ccenpany.

They are not na: nod here, partially because I am not clear on the rules governing witness who can be assumed to be voluctant to testify. er even downright hostile.

These questions will bb answered later as the problem becomes clearer.

In the meantime, Mr. Gallo, you may wish to educate ma on the treatment proceedure on unco-operative witnesses in a hearing before anNRC hearing board.

IID B-52 Bomber crash:

t An attempt will be made to obtain an imformed and qualified witness.from the USAF on the B-$2 problem, w

however the problems mentioned above may be prosent in this case also.

Sections ib, ic. id and to ara imposcible to ancwor at this timo, au explained above.

I shall answer in full these questions as soon as possible.

Hote:

It is highly likely that some or all of the above witnesces will be unable to serve as my witnesses.

I do not therefore limit myself to the above-named witnasses.

I shall inform all parties as econ as witnesses arscontacted, of' any new witnescos, changes, and further details.

I hops. Mr. Gallo, that those responsas'are helpful to you.

I.have answered you1' questions as well as I possibly can,.and to the best of my present knowledge, have withheld nothing.
