Radioactive Materials Package Certificate No. 9079

Dear Mr. MacDonald:

It is requested that the certificate of compliance for the subject radio-active materials package be amended to cover the use of nonstructural appurtnances. Enclosed are eight (8) copies of HNDC Drawing No. C001-4-9119, sheets 1 to 7, Revision E.

Attachment A lists the requested changes in the certificate of compliance and the items which may be used on the subject cask. As noted, these attachments do not affect the structural integrity of the package nor the safety analysis report.

A request to modify this certificate was made by our letter of December 19, 1979. The attached drawings supercede the drawings included with the December 19, 1979 request. The additions to the drawings referenced in the current certificate are all contained on Sheet 7.

'Ihe other sheets have been revised to indicate that an additional sheet has been added to these drawings and do not contain any changes to the package.

Radioactive Materials Package Certificate of Compliance No. 9079

HNDC Model HN-100 Series 2 It is requested that Revision 4 to certificate No. 9079 be issued to cover the following:

1.

HNDC Drawing No. C001-4-9119, Sheet 1 to 7, Revision E, listed in paragraph 5(a)(3) in the current certificate.

2.

This revisica covers the use of nonstructurai appurtenances on the subject package. These appurtenances are shown on Sheet 7 of Drawing No. C001-4-9119, Revision E.

Sheets 1 through 6 of Drawing No. C001-4-9119 have been revised to indicate the addition of another sheet. They do not include any changes in the subject package.

The items covered by this revision are included on HNDC Drawing No.

C001-4-9119 as follows:

a.

Identification Signs (Elevation View)

Identification signs approximately two feet high and three feet wide may be installed on the outboard sides of the cask. The signs are sheet metal and are attached by bolts in drilled and tapped holes. The bolt holes are located in lightly stressed area of the cask body and do not adversely affect the structural integrity.

b.

Placards (Elevation View and View A-A)

Steel angles with a steel plate as shown on View A-A are welded to the outer shell of the casks. The plates are used to hold placards required for radioactive shipments. The placards may be located either above or below the identification signs as shown on the elevation view.

The attachments do not affect the structural integrity of the package.

c.

Lif ting Lug Covers (Detail F)

Bent washers may be welded to the cover of the cask adjacent to the cask cover lifting lugs. The washers are used as eyes for lanyards attached to the sheet metal covers which are installed over the cask cover lifting lugs.

The metal covers are used to prevent the use of the cask cover lugs to lift the entire cask.

The attachments do not affect the structural integrity of the package.

Primary Lid Security Wire (Section C-C G B-B)

Dent washers maf be welded to the cask body and to the cask cover as shown in section C-C to receive the primary lid security wires. These attachments do not affect the integrity of.the package.

c.

Secondary Lid Security Wire (Section D-D)

One of two methods may be used for the attachment of security wires on the secondary lid as shown on Section D-D.

Either bent washers are welded to the cask cover and secondary lid cover or holes are drilled in one or more of the studs to receive the security wires. Neither method adversely affects the structural integrity of the package.

f.

Rain Cover Tiedown Brackets (Elevati 1 View and Detail E)

Steel brackets may be welded to the periphery of the cask for securing covers. The number of brackets may vary depending upon the type of cover being used.

The attachments to the cask body does not affect the integrity of the package.
