SUBJECT:

STATUS OF LONG-TERM STABILITY CONTRACTS FOR CYPRUS AND PIONEER PROJECTS MARCH 19, 1980 MEETING MINUTES

Background

Task order contracts for technical review of the Cyprus Mines and Pioneer Uravan tailings managements proposals under the Tailings Management Long.

Term Stability basic ordering agreement expire (d) on March 18 and March.19 respectively.

Project Officers (M. Krug and K. Hamill) notified the Divi-sion of Contracts approximately three weeks prior to expiration that extensions of the periods of performance would be necessary. Since the contractor had used more than 90% of the obligated funds as of the latest vouchers submitted, the Contracting Officer requested a meeting with the contractor and the Project Officers. The purpose of the meeting was to determine if changes to the statements of work were necessary for the contractor to continue review efforts.

Meeting Participants H. Miller, WMUR J. Greshman, P'sB M. Krug, WMUR P. Edgeworth, CONTRACTS K. Hamill, WMUR T. Delaney, FCHA M. Haisfield, WMPI Discussion Status of project reviews were briefly outlined by the Project Officers.

It was explained that these reviews are on the critical path and that with respect to the Cyprus review, a draft report has been submitted; with respect to the Pioneer review, the last section of the draft report will be submitted on 3/21.

Project Officers will submit initial comments to the contractor shortly, settle on the major issues, meet with the applicants and, if necessary, submit additional coments to the contractor. Based upon these comments, the final contractor reports will be prepared and submitted.

If, as a result of meetings with the

pplicants, additional effort outside of the scope of the statements of work is found to be necessary, change orders will be issued. However, it was agreed that remaining efforts which have been identified are within the scope of the present statement of work.

Hart Associates, Inc. and the Project Officers that a sixty (60) day extension for both contracts seems to be a reasone.~le esti-o mate of the time necessary to complete final reports. Fred C. Ha',t Associates, Inc. does not intend to request additional monies for work performed under the present statements of work.

Vouchers previously submitted by the contractor were discussed. Revised vouchers which clarify a number of points will be submitted and it was stated that payment would be forthcoring shortly (within approximately 2 weeks from date of receipt).

In conclusion, if modifications to the contracts extending the period of performance are made within a couple of days, as agreed to at the meeting, no additional delays in the reviews are anticipated.
