Dear Mr. Burton:

We have received the Board of Supervisors of Northumberland County, Virginia resolution supporting use of nuclear energy.

In your resolution you indicated that the moratorium on nuclear plant licensing be lifted.

This is to advise you that we have recently issued an operating license to the Virginia Electric and Power Company to operate the North Anna Power Station, Unit 2.

This license permits the Virginia Electric and Power Company to load fuel into Unit 2 and conduct certain tests at power levels not exceeding 5 percent of full power.

VIRGINIA:

At a regular meeting of the Boa d of Supervisors of Northumberland County held on the 12th day of March in the Courthease at Heathsville, Virginia at 10:00 A.M.

Present:

Ralph W. Hundley, Chaiman James W. Harper, Vice-Chaiman Edwin A. Sisson Louis T. hhittaker, Jr.

Upon motion by James W. Harper, duly seconded by Louis T. hhittaker, Jr., and unanimously carried, the following resolution was adopted:

RE: SUPPORT FOR NUCLEAR ENERGY h1ERF> S the Board of Supervisors of Northumberland County, Virginia is deeply concerned that the present policy of producing electric energy is too dependent upon the use of oil which is both costly and limited in supply, and h1EREAS the Board of Supervisors of Northumberland County recognizes the importance of using nuclear produced power that is far less expensive and not subject to a limited supply, and h1EREAS the Board of Supervisors contends that power and energy in abundant supply are necessary for the continued growth and security of our nation nnd the economic well being of its citi: ens and that nuclear energy must be allowed to play a significant role as an energy source for the forseable future if any measurable degree of scif sufficiency in the production of power and energy required for these purposed is to be attained; NON, DEREFORE, BE IT RESOLVED that the Board of Superfisors of Northumberland County, Virginia, does hereby, in order to accomplish the foregoing, urge that:

(1) the moratorium on nuclear power plant licensing be lifted.

(2) licensing procedures for nuclear plants be simplified and shortened.

(3) the Federal government agressively proceed with the development of a nuclear waste disposal program (4) all appropriate agencies of the Federal government work with the nuclear industry in a cooperative effort to achieve the ultimate in safety of design constmction, and operation of nuclear facilities.

(5) the Federal govern: cent assume its responsibility for providing the American people with accurate and true infomation about nuclear power.

BE IT FURDER RESOLVED that copies of this resolution be mailed to the Chaiman of
