March 21, 1980 SNRC-468 Mr. Boyce Grier, Director Office of Inspection & Enforcement Region 1 U.S. Nuclear Regulatory Commission 631 Park Avemue King of Prussia, PA 19406 I.E.Bulletin 80-03 Long Island Lighting Company Shoreham Nuclear Power Station - Unit 1 Docket No. 50-322

/

Dear Mr. Grier:

I.E.Bulletin 80-03 described the loss of charcoal from Flanders Type II charcoal adsorber cells installed in ventilation systems at the Sequoyah Nuclear Plant.

Char-coal loss resulted from excessive spacing between rivets securing the cell perforated screens to the cell casings.

As directed by the Bulletin, a review has been conducted of the charcoal cells provided at Shoreham to determine if a similar potential exists for charcoal loss.

Shoreham's charcoal adsorber cells are manufactured by Farr Company and consist of two types, Model No. NPP-2 Type II 2" thick tray type, and Model No. PVC-4 4" thick vertical.

The cell types are used as follows:

Type Unit Mark No.

Q.A. Category Service NPP-2 IT46*FLT-1A,B I

RBSVS Ventilation System NPP-2 IX61*FLT-2A,B I

CRAC System NPP-2 IT41-FLT-03 II Primary Contattaent Purge System PVC-4 IV41-FLT-09 II RW Tanks Exh. Filter Train NPP-2 IT48-FLT-08 II Primary Containment Atmospheric Control System Purge FC 8935

March 21, 1980 SNRC-468 Page 2 i

For both types, the cells are of all welded construction with no rivets, and the mechanism for charcoal loss due to excessive rivet spacing is not present.

A confirmatory visual inspection of each representative cell type now stored on site is being conducted by our Field Quality Control organization and the results of this inspection will be maintained in the site files in conjunction with I.E.Bulletin 80-03.

Should the results of this inspection indicate any degrada-tion in the observed cell condition, an additional response will be provided to this bulletin.

We trust that the above information has been responsive to your request.

Should you require additional information please do not hesitate to contact us.

Very truly yours,
