Dear Mr. Denton:
In Reference (a), Commonwealth Edison Company provided the NRC Staff with a revision to a proposed amendment change for installed filter systems at Zion Station.
Recently, discussions were held with the NRC Staff regarding that submittal.
As a result of these discussions, Commonwealth Edison has revised the proposed amendment change contained in Reference (a) to include chemical analysis of carbon at 18 months or 720 hours0.00833 days <br />0.2 hours <br />0.00119 weeks <br />2.7396e-4 months <br /> of operation and to include increased acceptance criteria for in place leak tests of HEPA and carbon filters.
Additional reviews of the Zion filters were made in conjunction with a control room review required by the NRC Confirmatory Order of Reference (b).
Based on this review, additional revisions have been made to the proposed amendment change of Reference (a).
These revisions include:
1)
Added clarification to ensure that each redundant train of the hydrogen purge and fuel building charcoal filters would De tested;

Addition of a limiting condition for operation (LCO) and specific test conditions for charcoal analysis to the control room makeup air charcoal filter system; and 3)
Tabularization of the - surveillance requirements for charcoal and HEPA filter banks, including where appropriate Zion FSAR acceptance criteria. to this letter contains the revised Zion Station Technical Specifications for filter testing.
This submittal references ANSI N510 as the basic reference and guiding document for filter testing.
However, implementation of these proposed Technical Specifications will not be completed until September 1, 1980, primarily due to the 720 hour0.00833 days <br />0.2 hours <br />0.00119 weeks <br />2.7396e-4 months <br /> carbon analysis requirements.
In order to fully implement the proposed Technical Specifications of Attachment 1, elapsed time meters must be added to nonitor time-on-line for the various filters.
To accomplish this in many cases will involve modifications, some of which may require engineering assistance, equipment procurement and installation.
Commonwealth Edison is currently expediting the work necessary to implement-the elapsed time meters and will provide the NRC Staff a status of the effort by, June 15,-1980.
The revisions in Attachment I have been reviewed by the Commonwealth Edison On-Site and Of f-Site Review with the conclusion that there are no unreviewed-safety questions.
