REPORT OF TELEPHONE CONVERSATIO WITH RAYM0ND SMIT On Monday, November 19, 1979, I spoke with Mr. Raymond Smith, Investigator, Region I, NRC.

Mr. Smith was a member of the second contingent from R0:I to reach the TMI site on March 28, 1979.

I asked Ray if he could reconstruct his cctivities on March 28, 1979, specifically his physical location as a fsnction of time.

He indicated that in the morning of March 28, 1979, he was in the U 1 CR.

Between 11:00 and 12:00 o' clock, the airborne activity was relatively high; since there were no respirators available,.they departed the site and went to the Observation Center (OC). At the OC, he remembers waiting for respirators to come in so they could get back on site.

He recalls an effort to have respirators shipped in from the Peach Bottom Plant.

He also recalls (that) the communications were very limited at the OC.

In place was a single telephone line.

Contact was maintained between the Metro-politan Edison staff at the OC and the administrative staff on site by portable radio.

By 4:00, Mr. Smith said he and Mr. Baunack were back on the Island. He feels sure they went directly to the U 2 CR; however, he said he can't rule out the possibility that they checked in at U 1 first.

In any event, by 5:00 p.m.

(or thereabouts) he and Mr. Baunack made their way to the U 2 CR.

Five PM, March 28, 1979, was Mr. Smith's first presence in the U 2 CR that day. He was not in U 2, nor in U 1 at 1:50 PM during the pressure transient of 28 psi in the U 2 reactor containment building.
