Enclosed please find an application from Chem-fluclear Systems, Inc. for a iicense to export a demineralizer system to Taiwan for use at the Chin-Shan fluclear Power Stations Units 1 and 2.
The applicant and its agent, George S. Bush Company, have requested expeditious processing of this license request as the equipment is ready for immediate shipment to meet contractual obligations. This license request was discussed at the April 11, 1980 SilEC meeting.
Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the issuance of the requested license would be inimical to the interests Of the United States,

including the common defense and security, and whether the proposed export 4
meets the applicable criteria in the Atomic Energy Act as amended by the f!uclear flonproliferation Act of 1978.
