OFFICE OF INSPECTION AND ENFORCEMENT (OIE) BULLETIN 79 RII:JP0 50-259, -260, -296, -327 - BROWNS FERRY NUCLEAR PLANT UNITS 1, 2, AND 3, AND SEQUOYAH NUCLEAR PLANT UNIT 1 In telephone conversations between our respective staffs and the staff of the NRC Office of Inspection and Enforcement Headquarters on March 26 and 27, 1980, it was determined that TVA had misinterpreted the scope of work required by IE Bulletin 79-27, " Loss of Nen-Class lE Instrumentation and Control Power System Bus During Operation." Therefore, the response that was in the final stages of preparation for submittal by the April 11, 1980, due date is not fully responsive to the bulletin.
It was pointed out that this misunderstanding on TVA's part was corpounded by statements in IE Information Notice 80-10 that an addendum to IE Bulletin 79-27 was to be issued in the near future.
In response to those telephone conversations we are providing additional information regarding the schedule for submitting a response to IE Bulletin 79-27.
We have assessed the magnitude of effort required to respond to Bulle, tin 79-27 to the extent desired by NRC and have established the following schedule. A complete response to Eulletin 79-27 for the Browns Ferry Nuclear Plant will be provided by July 1, 1980. Procedures applicable to Browns Ferry covering methods for restoring power to the bus will be prepared by April 14, 1980. These procedures will include the alarms, indications, and symptoms of the bus power failure. The complete response for the Sequoyah Nuclear Plant will be submitted at least 15 days before issuance of the full power operating license. These dates were discussed with members of your staff and IE Headquarters on March 27, 1980, and were found to be acceptable. If you have any questions, please call Jim Domer at FTS 854-2014.
