j Your two letters of April 21,1980, addressed to Richard Hoefling have been referred to me since I have recently replaced him as lead Staff Counsel in the referenced proceeding.
I am unable to comply with your request that we keep you " apprised of all future inspections of systems and/or operations at Shoreham to be conducted by the Inspection and Enforcement Branch [I&E] with responsibility for Shcreham."
I&E inspections at Shoreham, as elsewhere, are either announced or unannounced.,
In either event, I and the Staff's Licensing Project Manager (LPM) are unaware of when such inspections will take place. As to unannounced inspections, I am sure you can appreciate that the purtose of keeping them unannounced is to maintain an element of surprise so tiat a utility cannot prepare for the inspection.
With respect to after the fact information, I&E prepares a written inspection report at the conclusion of each f.tspection. (In the case of the resident inspector the reports are compiled on a monthly basis).
In accordance with 10 C.F.R. 92.790, a copy of tha inspection report is placed in the Local Public DocumentRoom(LPDR). However, prior to I&E's placing a copy of the report in i
the LPDR, LILCO has an opportunity to make written application to I&E to withhold i
all or part of the report from public disclosure to assure the protection of proprietary infomation. Thus, there may be a considerable time delay between completion of the inspection by I&E and the availability to the public of the inspection report.
Your second letter asked that you be sent eight specified documents. I do not have copies of the requested documents. You also inquired as to where to fir.d the requested documents if they weren't available through by office. Five of the documents you requested (items 2, 5, 6, 7 and 8 of your letter) requested 50q copies of NUREG's. One document (item 1) requested the Consnission's Annual 3%
Report for 1979 (and 1980 if available). As to this type of document, I am advised that Dick Hoefling previously discussed the Comission's Publication
