Enclosed are copies of an April 16, 1980 letter from Milton S. Plesset, Chairman of the Advisory Comittee on Reactor Safeguards (ACRS), which sets forth the Comittee's conclusions with regard to its review of the Applicant's proposed core ladle design in the captioned proceeding. As you will note.
the Comittee concludes that the proposed design is adequate for the FNP manufacturing license, but that "the planned tests and analytical programs must confirm present estimates of the operation of the ladle before the FNP is built and operated."
As you are aware, the Applicant submitted, on December 21, 1979, Topical Report 36A93, which addressed recommendations made by the various Lessons Learned Task Forces as a result of the accident at Three Mile Island. This morning (April 30), representatives of the Applicant met with the Staff to discuss near term manufacturing license requirements steming from the accident.
It is expected that the Applicant will address, in a supplement thereto, any requirements not already addressed previously in the aforementioned Topical Report and that the Staff will then evaluate the Applicant's complete response and issue a supplement to the Safety Evaluation Report.

5 We will continue to apprise the Board, on the 30th of each month, with regard to the progress of the Staff's review of this application.
