March 2, 1979 The original FLECHT SEASET workscope was defined in response to the requests of Reference (1) and a cooperative agreement was signed between NRC, Westinghouse and EPRI in the fourth quarter of FY 1977.
The currently proposed workscope and the cost changes relative to the original contract are detailed in Reference (2). The primary workscope changes involve use of a 21 rod bundle for investigation of flow blockage effects rather than of a single tube for those studies.
The alternate ECC portion of the system effects tests was also deleted.
The seven task workscope then becomes:

These experiments will provide important data on ECCS effectiveness.
The program will provide non-proprietary data and analyses for the reflood 'b'ehavior of 17 x 17 fuel rod simulators which will supplement the currently available 15 x 15 data.
Tests will be conducted both i
with and without flow bicekage and with various blockage geometries.
In some tests the core simulator will be combined with scaled loop components including a downcomer, upper plenum and steam generator.
Separate effects studies of grid spacer effects and upper plenum, and steam generator behavior will also be undertaken.

4-Justification Additional justifications for performing the complete program at Westinghouse under a modification of the current contract are:

Experienced personnel are on hand who are familiar with the planning and management, facility operation and the specialized data gathering and reduction equipment; 3.
Nearly sixty percent of the cost of the progrim is barne by EPRI and Westinghouse; and 4.
This alternative is the most rapid way to generate the required information.
Other courses will dalay the program for several years until testing capability could be developed elsewhere.
