SEMIANNUAL REPORT TO THE COMMISSION ON THE 3D PRvGRAM COST AND SCHEDULE
Purpose:
To infonn the Comission (as requested by memo dated December 7,1978, comenting on SECY-78-594) of the cost and schedule status for the 3D program.
Discussion:
Status The Official Agreement on Research Participation and Technical Exchange between the Federal Minister for Research and Technology of the Federal Republic of Germany (BMFT) and the Japan Atomic Energy Research Institute (JAERI) and the United States Nuclear Regulatory Comission l
(USNRC) on a Coordinated Analytical and Experimental Study of the Thennohydraulic Behavf or of Emergency Core Coolant During the Refill and Reflood Phase of a Loss-of-Coolant Accident in a Pressurized Water Reactor was finalized by the USNRC (SECY-79-391), Japan (JAERI) and Germany (BMFT) during the past 6 months. The cost estimate for the German Upper Plenum Test Facility (UPTF) prepared in August was found to be significantly higher than originally approved by the German Parliament. Fomal Geman government approval for an increased budget has been received. The agreement is expected to be signed in late January 1980.
Progress on the 3D program during this period has moved fomard in Japan, Gemany and the U.S.
The NRC instrumenta-tion to be provided on loan to the JAERI Cylindrical Core Test Facility (CCTF) has all been delivered, installed and checked out. The first seven of 20 ECCS reflood a.
tests in the CCTF systems effects facility have been completed. The results to date are in agreement with the reflood models developed from FLECHT test results which are used in licensing safety evaluations.

The Commissioners -
The preliminary design of the JAERI Slab Core Test Facility (SCTF) has been completed, and a contract has been given to Ishikawajima-Harima Heavy Industries (IHI) for fabrication and construction. The NRC, through its contractor, the l
Los Alamos Scientific Laboratory, has been providing analytical support to JAERI in the form of TRAC calculations for CCTF and SCTF. The 3D milestones and accomplishments since June 1979 are given in Figure 1 and Table 1.
The USNRC effort is generally on schedule, although some of the pretest calculations by TRAC are behind schedule.
The German UPTF facility primary design was completed in August. The initial construction cost estimate was signi-ficantly above the Gerwen budget. Since then, the German contractor, Kraftwerk Union (KWU) and the program manager, Gesellschaft fur Reaktorsicherheit (GRS), have reviewed the design further and agreed with the BMFT on an acceptable resolution.
Schedule The current 3D test facility schedules are given in Figure 2.
The JAERI CCTF and SCTF facility design, constructica and testing are proceeding on schedule. We anticipate th3t tte German UPTF facility schedule will slip approximately 6 monihs to 1 year from the original estimate given earlier this year. Testing in UPTF would then be expected to start in CY 1983 instead of CY 1982.
This will most probably result in extendirg the NRC support comitment into FY 1985.
-- Costs The 2D/3D budget and actual expenditures for FY 1979 are given in Figure 3.
The DOE laboratory contractors were all within budget for the year. The cost underrun shown in the figure is largely accounted for by a number of material purchase commitments for which funds had been obligated but not billed as of the end of the fiscal year plus a deferral of early UPTF instrumentation design ecsts into FY 1980 because of the German facility delay.
Budget Reprogramming The NRC 3D Program budget for FY 1980 was shown as $15.8 million in the submittal to Congress. Because of overall budget cuts by Congress and the anticipated delay in the German UPTF schedule, $1.6 million has been deferred to FY 1981, reducing the projected 3D expenditure i

submittal going to Congress includes $10.0 million for the 3D program. This was prepared before the above FY 1980 deferral. The additional funds needed in FY 1981 will be obtained through internal reprograming.
Potential Additional Costs The total NRC cost estimate is still within the $59 million
~
estimate given in SECY-79-391.
However, there are several problems under review now which could result in a request for slightly (less than one million dollars) increased baseline funding in FY 1981. These additional items will also be handled by reprograming in FY 1981, if necessary.
The first is a need for increased U.S. field support in Japan to install, maintain, calibrate and operate NRC-provided instrumentation. We are accordingly considering the possibility of assigning DOE laboratory instrument engineers to Tokai, Japan, during the CCTF and SCTF test program. This need was not anticipated nor budgeted for.
The second item under review is related to the need for additional instrumentation in the JAERI SCTF facility to measure water penetration and " sputtering" in the heater bundle and the provision of drag body mass flux measurement instruments for the SCTF end boxes. The former was identified as an area of concern by the Technical Coordination Comittee. The instrumentation recomended for measuring mass flow in the end boxes, based on laboratory tests conducted at Oak Ridge National Laboratory, involves the use of a unique drag body instrumentation concept. Since this is a unique instrument, the USNRC would have to provide them for the JAERI SCTF facility.
In addition, if the anticipated slip in UPTF schedule results in extending NRC support into FY 1985, as now appears likely, this could mean an increase in overall NRC costs in later years.
A detailed estimate for the cost of these items will be developed and be included in a subsequent report to the Comission.
