INCLUSION OF NATURAL CIRCULATION TESTS IN THE FULL LENGTH EMERGENCY COOLING HEAT TRANSFER (FLECHT) SEPARATE EFFECTS AND SYSTEM EFFECTS TEST-(SEASET) PROGRAM

Purpose:

To inform the Commission of plans to perfom natural circulation tests as well as reflood tests.within currently approved funding levels for the FLECHT SEASET program.

Discussion:

The FLECHT SEASET system effects facility is intended to investigate hydraulic and heat transfer phenomena which are important during post-accident core cooling. This facility is now in the design' stage and was origir. ally meant to study short tenn reflood behavior.

Following the TMI-2 accident, discussions were held between the U.S. Nuclear Regulatory Comission (both the Office of Nuclear Regulatory Research and the Office of Nuclear Reactor Regulation staff), the Electric Power Research Institute and the Westinghouse Electric Corporation regarding the use of this facility for the study of longer term cooling. The consensus opinion is that it is highly desirable to include longer-term cooling phases than originally planned, while preseiving elements of the original test plan. Only a shift in emphasis is involved, and the program can be accomplished within the currently approved funding and schedule.

i The natural circulaticn tests being planned to satisfy these concerns will investigate both single phase and two phase flows with the objective of providing a data base to assess calculations for a range of decay heat levels.

The Comissioners system stability and steam generator behavior will be characterized in parametric studies and detailed measurements will be made in the steam generators, bundle, upper i

plenum and loop.

The facility is attractive for natural circulation tests since it offers full scale elevations, scaled power / volume, proper heat sources and sinks, and a well instrumented steam generator.

Few design changes are needed in order to accomodate both natural circulation and reflood tests in the same basic facility.

These newly planned activities fall within the contract scope and can be performed within the currently approved funding levels and schedule. The Division of Contracts is working with the Office of Nuclear Regulatory Research staff to include these activities appropriately in the contract as part of the updating which is required each fiscal year.
