NRC EXECUTION OF PROTOCOL AMENDING THE HALDEN REACTOR PROJECT AGREEMENT
Purpose:
To inform the Comission of the proposed signing by NRC of a protocol amending the Halden Agreement to provide for the accession to the Agreement of the Central Electric Generating Board (CEGB), U.K.
Discussion:
- ECY-78-523 informed the Comission of the prcposed renewal of the Halden Project agreement by NRC.
This agreement, covering the period from January 1,1979 to December 31, 1981, was signed on behalf of'the
~
Comission by the EDO on May 11, 1979.
On June 28, 1979, the Halden Board of Management (T. E. Murley, Vice Chairman) approved the subject Protocol amending the Agreement to provide for the inclusion of the CEGB as an additional party to the Halden Agreement.
This Protocol (enclosed) is now circulating among the Halden signatory parties for their signatures.
l The Protocol essentiall) notes the accession of the CEGB to the Agreement and the fact that its contribution to the project provides an additional 3.8M Norwegian Kroner to the existing total budget of 102.7M Norwegian Kroner.

i CoNSIDERING that the Central Electricity Generating Board, United Kingdom,
.l has, with effect from 1st January 1979, acceded to the Agreement on the OECD Halden 1
- Reactor Project Covering the Period 1st January 1979 to 31st December 1981 (hereinafter referred to as the " Agreement") with the unanimous assent of the other Signatories; CONsIDERING FURTHER that additional funds have been made available pursuant to the accession of the Central Electricity Generating Board, United Kingdom; HAVE AGREED as follows:
l A rticle 1 The Agreement shall be amended as follows:
(1) The opening paragraph of the preamble shall read:
"The Norwegian Institutt for Atomenergi (hereinafter referred to as the
" Institute"), the Austrian Studiengesellschaft fur Atomenergie Ges.m.b.H.,
the Central Electricity Generating Board, United Kingdom, the Danish Energy Agency, the Finnish Ministry of Trade and Industry, the Italian Comitato Nazionale per l'Energia Nucleare, the Japan Atomic Energy Research Institute, Kernforschungsanlage Julich GmbH, representing a 3

(2) In the fifth considerandum of the preamble, the figure "102,700,000 Nor, wegian Kroner" shall be replaced by the figure "106,500,000 Norwegian.
Kroner".
(3) In Article 5(a), the figure "93,100,000 Norwegian Kroner" shall be replaced by the figure "96,900,000 Norwegian Kroner".
k-Article 2 Annex I to the Agreement shall be amended as follows:
