SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION RESPONSE TO NRC INSPECTION FINDINGS DOCKET NOS. 50-498/79-13 AND 50-499/79-13

Dear Mr. Seidle:

In your letter dated January 31, 1980, you requested the following information:

(1) additional information related to items A.1 and A.2 of our previous response, (2) a description of the measures that will be taken to assure that information of the type that var later supplied relative to items A.2, B 1, and B.3 is made available to I.E. inspectors during the conduct of inspections, and (3) dates when full compliance will be achieved.

The following is offered as our revised response:

Additional Information on Item A.1 Paragraph 15.5 of the previous Pittsburgh-Des Moines (PDM)

Corporate Field QA Manual stated, "A transmittal letter shall be attached to each manual or manual revision which is distributed. Recipients shall sign, date, and return the transmittal letter to the Eastern Division QA Manager or his designated representative...".

The PDM transmittal letter describes how the recipient is to incorporate the supplement into the cor. trolled manual.

Paragraph 12.7 de-fined a manual suppler.ent as additional requirements to the QA Manual. PDM therefore applied the same transmittal in-struction criteria to the manual supplements.

The newly issued PDM Corporate QA Manual has been revised to add the statement in paragraph 16.5, "The Corporate QA Coordinator l

shall issue and control supplements in the same manner as l

this manual."

Hoston Lighting &!%cr Company Mr*. Seldle February 26, 1980 Page Two Additional Information on Item A.2 The new PDM Corporate QA Manual now states, " Auditors shall be qualified in accordance with a Corporate Auditor Qualification Procedure prepared by the Corporate QA Coordinator."

Measures to be Taken to Provide all Available Information to IE Inspectors.

The specific factors resulting in information inadvertently not provided to the I.E. Inspector were:

1) The PDM personnel directly involved were not experienced in interfacing directly with I.E. personnel.
2) PDM and HL&P personnel misunderstood the inspector's detailed concerns.
3) At the time of the NRC Inspection on site the audit files were not current.

Brown & Root QA will be required to cause additional training to be undertaken by' subcontractor's personnel to ensure that all available information is provided to I.E. Inspectors and that site audit files are kept current at all times. Additional training will be given to Brown & Root subcontract surveillance personnel to verify that audit files are current.

Date When Full Compliance Will Be Achieved Full compliance has been achieved for all items addressed in the Notice of Violation.

Full compliance with the additional recurrence controls established in this response will be complete by March 17, 1980.
