Gentlemen:
On April 2,1980, intervention petitioners George and Anna Grabowski re-quested leave to file the second supplement to their intervention petition several days beyond that allowed by the Board at the special prehearing conference. The Staff has no objection to the grant of this request for the reasons given therein. The Staff does not intend to file a formal response to the second supplement.
The Staff believes that the Grabowski's assertion that their recreational

interest in the Indiana Dunes National Lakeshore will be adversel due to continued co..struction dewatering (Second Supplement at 7)y affected is adequate j
to confer standing to intervene in this matter. The Staff believes that its position on the additional matters covered in the second supplement, in-cluding the issue of psychological stress, the scope of the proceeding, and the inadmissibility of the specified aspects of proposed contention 4, have already been noted on the record.
