SUBJECT:

FINDINGS REGARDING PROPOSED LICENSE TO IMPORT Pu-238 AS A SEALED SOURCE On fiarch 31, 1980, the University of Washington requested Import Authorization for up to 10 milligrams of Pu-238, greater than 80% by weight, in solid form contained in a sealed source. The source will be imported from the Laborotoire de Metrologie des Rayonnements Ionisants in France for use in energy calibration of instruments.

The plutonium is incorporated in a standard stainless steel source capsule consisting of two walls.

The quantity of material is less than 15 grams of fissile material and is exempt from the requirements of 10 CFR 71. The ship-ping package bears an IAEA Certificate of Competent Authority number 135-726 a 737.

Sealed sources of this type have been transported in domestic commerce for a number of years with no serious or significant environmental impacts. The staff

( has determined that this importation will not be inimical to the common defense and security, will not involve an undue risk to public health and safety, and will have no significant environmental impact. These findings are further sub-stantiated in the Final Environmental Statement on the Transportation of Radio-active Material by air and other modes, NUREG 0170.
