Dear Mr. Cochran:

This is in response to your letter dated flovember 26, 1979, in which you requested, pursuant to the Freedom of Information Act, information related to shipments of uranium and the design and/or construction of a nuclear explosive device by Pakistan and/or Libya.

As you were informed in a telephone conversation on February 27,1980 with Ms. Carol Ann Reed, there are two documents which may be subject to this request.

As was agreed in that telephone conversation, you would accept an identification of the documents in lieu of NRC's instituting the extensive procedures necessary to determine whether or not the documents are in fact subject to your request and if so, instituting a declassification review.

The documents are identified as:

1.

Tape of a closed Commission Executive Branch briefing on 10/3/79 by the National Foreign Assessment Center, Central Intelligence Agency and Intelligence and Research Bureau, Department of State; classified Top Secret / Sensitive Compartmented Information.

2.

Handwritten notes produced at the briefing; classified Top Secret / Sensitive Compartmented Information.

We have been unable to locate any other NRC generated documents subject to your request.

However, we did locate three. newspaper articles in our files.

Copies of these articles as identified in Appendix A are enclosed.

Other documents relating to your request were origis.oted by the Department of State and the Central Intelligence Agency.

They have been referred to those agencies for direct response to you.

In addition, the documents subject to your earlier Freedom of Information Act request dated April 26, 1979 (F01A-79-145; NRDC/TBC/79-14) may also be subject to this request.
