1 It is with great disappointment that I must withdraw as a speaker at your upcoming 15th International Nuclear

Energy Symposium. The Commission is embarking on major steps in revamping its licensing process and organization along with extensive safety reviews following Three Mile Island. It is important that I be present as these steps are undertaken and, thus, it will be impossible for me to be away from Washington from mid-January to mid-February.
