Region II 101 Marietta St., N.W., Suite 3100 Atlanta, Georgia 30303 Attention:

Mr. J. P. O'Reilly, Director

Dear Mr. O'Reilly:

SUBJECT:

Grand Gulf Nuclear Station Units 1 and 2 Docket Nos. 50-416/417 PRD-80/10, Status Report, Unqualified Insulation Repairs in Rockbestos Supplied Cable AECM-80/81 On March 21, 1980, Mississippi Power & Light Company notified Mr. M. Mendonca of the NRC, Washington, D.

C., of a Potentially Reportable Deficica.cy (PRD) at the Grand Gulf Nuclear Station con-struction site. The deficiency concerns unqualified c'able insulation repairs in 600V cable supplied by Rockbestos.

An investigation was initiated into this matter after a similar problem was identified at the Palo Verde Nuclear Generation Station.

Our initial report of this deficiency to Mr. Mendonca indicated that cable splices were central to the GGNS deficiency, as was the case at Palo Verde. However, our preliminary findings indicate that no cable splices were included in cable supplied to GCNS by Rockbestos.

The deficiency under investigation at GGNS pertains only to cable in-I sulation repairs that were not qualified in accordance with IEEE l

Standard 383.

Currently, Rockbestos is conducting qualification tests on 30/7 materials utilized in the suspect repairs. Our investigation into the, extent of this deficiency and its safety implications is in g

progress.
