Gentlemen:
Haddam Neck Plant Additional Information in Support of Proposed Technical Specification Changes This letter is in response to final questions posed to Connecticut Yankee Atomic Power Company (CYAPCO) by the NRC Staff in their review of changes to the Haddam Neck Plant Technical Specifications relating to spent fuel cask move-ment.
There are five separate shipments of spent fuel planned in connection with this testing and evaluation effort, three outgoing to Battelle Columbus, and two returning to the Haddam Neck facility. This means there vill be five separate instances of the cask being mcVed into and out of the spent fuel pool. The return shipments have not as yet been scheduled because it is uncertain how long the testing vill take.
CYAPCO suggested, in previous discussions, that under the,e circumstances the most appropriate type of change to the Technical Sp. cifications is one which addresses a specific number of movements of the cask it;;o and out of the spent fuel pool.
CYAPC0 has requested that seven movements be granted to allow a contingency for unforeseen circumstances.
The Staff requested that CYAPC0 verify the use of an extra man in the crane cab as a precautionary measure, as suggested in Reference (2).
CYAPCO will use an extra man with a valkie-talkie in the cab of the crane when the yard crane is being used inside the Fuel Building. Verification was also requested of the fact that no fuel in the pool at the time of cask movement vill have an enrichment of greater than 4 weight percent.
There is no fuel in the pool of greater than 4 veight percent enrichment.

' The load test of the crane and complete lifting rig (Reference (2))
cannot be accomplished as was initially intended by CYAPCO. The yoke must be tested using special equipment, and cannot be field-tested without

damaging it.
As discussed with the Staff, two similar yokes were ruined when field-test lifts were attempted without the special equipment.
CYAPCO has received the Staff's concurrence that the Non-Destructive Testing (NDT), consisting of magnetic particle and ultrasonic exams, that was performed on January 8,1980 on this yoke is an acceptable substitute for the test lift.
CYAPCO will perform test lift on the crane, sister hook adapter, and extension bar to approximately 150%
of the loaded cask weight.
We trust these responses will allow the Staff to complete their work on this Technical Specification Change. We appreciate your continuing close cooperation on this effort.
