Dear Mr. Tedford:

I have received a copy of your excellent letter of January 23, 1980 concerning the Agreement State Program.

I remember well the discussions which I had with the members of the Ad Hoc Committee during the October 3 - 5 meeting in Washington. The Comittee's work since that time has been of great help in clarifying the views of the Agreement States as to the present relationships between the NRC and the States, and possible steps for the future to take full advantage of the progress made thus far.

Since the NRC came into being, I have been a s; ;ng and consistent advocate of a more balanced and cooperative relationship between the 1RC and the States.

The proposals which are outlined in your letter and its accompanying State Agreement Program Evaluation represent a sound framework for the continuation and the broadening of the dialogue which has served us so well these past years.

I am confident that the Commission and its staff will consider them carefully.

For my own part, I would be pleased to meet again with you, with the Ad Hoc Committee, or with any other state representatives to discuss these proposals in more detail.

In this connection, I expect to be in Arizona in mid-April and would enjoy the opportunity of meeting with you at that time.
