You were very thoughtful to send on your paper, "The Practical Development of Safety Requirements."
It was indeed a helpful and interesting piece and I have taken the liberty of forwarding a copy to each of my colleagues and to our regulatory staff.
Please forgive this late acknowledgment of your December 11 letter but it arrived in my office only today.
We have now received the report of our Special Inquiry Group -- the so-called Rogovin Report -- and it poses a number of interesting questions and issues for us, additional to those which the Kemeny Commission raised. On the off-chance that you have not yet received a copy, I am forwarding by separate l
mail a copy of Volume I which is the basic overview report. There is, as well, a Volume II in three parts (several hundreds of pages) which makes a very large number of much more specific and detailed recommendations on particular technical issues.
It has not yet been printed in a final copy.
I am sure copies will be available through your Embassy later.
Should you have difficulty, however, please do not hesitate to drop me a note.
