Respectfully, and purely as Citizen Young, I should like to challenge the cocnission with apparent unfair politics in the Three F.ile Island situation. I ask what else could stop resumption of the undamaged portion of the plant when your own Special Inauiry Group has absolved the operators of incompetency.
I hate to think one must tell you the delay amid our present national crisis is causing frustration all over the country and even the whole world, and that we simply must have atomic energy as a major factor in rebuilding our strengths in foreign respect as well as the current imbalance with the Soviet Union.

Dear Mr. Young:
This is in response to your letter of March 8, 1980 to Chairman Ahearne expressing concern at the delay in resumption of operation at Unit 1 of the Three Mile Island Nuclear Station.
The Commission is presently conducting a hearing before a Licensing Board to determine whether Three Mile Island Unit 1 can safely be permitted to resume operations while the clean-up of Unit 2 pro-ceeds.
Among the issues the Commission has asked the Board to examine are questions relating to the potential interaction between Unit 1 and the damaged Unit 2 and the management capabilities and technical resources of Metropolitan Edison.
The Licensing Board is currently conducting prehearing conferences and expects to begin formal public hearings by the early summer.
While the Licensing Board will undoubtedly seek to avoid unnecessary delay, it is difficult at this point, to predict how long these hearings will continue.
Your letter raises an issue which is being contested before a licensing board and may come before the mmission fo q final decision.
Under the Commission's rules and fMus.ul 12'y decision-makers such as the Chairman may not
