Dear Mr. Pollard:
I am in receipt of the Chesapeake Energy Alliance (CEA) interrogatories to the NRC Staff dated 11 arch 26,1980.
The Staff agrees that CEA's contention 4 has been limited by the Licensing Board to refer to the public's perception of the credibility or validity of the licensee's monitoring system for offsite radiation and will answer the interrogatories accordingly. Although some responses will be sent within a few weeks, the Staff is unable to answer many of the interrogatories at this time.
As you know, the Commission has not yet ruled on whether psychological stress issues will be heard in the TMI-l proceeding.
Because of this uncertainty, the Staff has been hesitant to begin a review or analysis of the issue.
Consequently, interrogatories which ask for the Staff's position, for potential witnesses and for Staff members who dissent from a position cannot be answered until a review of the psychological stress issue is initiated.
Other interrogatories which ask for documents, for names of Staff members, and for research done by the Staff will take some time to compile.
This information, however, will be sent as soon as it becomes available.
