TRIP REPORT FOR THE HANSEN PROJECT SITE VIS'IT ON NOVB4BER 5, 1979 Date and Place The Hansen Project site for a proposed mining and milling facility, located app'roximately 20 miles (35 road miles) northwest of Canon City in Fremont County, Colorado,'was visited on November 5,1979. Purcose In accordance with the legislation passed by Congress to amend the Uranium ~ Mill Tailings Radiation Control Act of 1978, the NRC will provide technical assistance to the State of Colorado, an Agreement State, for their review and licensing of the Hansen Project. To facilitate NRC's support to the State in the areas of radiological assessment and tailings management, NRC staff members and consultants visited the proposed site area. Attendees The attendees for the site visit and associated meetings are listed in Enc]osure 1. Surnary The site visit to review the proposed site commenced about 10:30 a.m. at the Ramada Inn in Canon City, Colorado. An introduction to the project and the schedule for the visit were presented by Mr. Ron McDaniel and Mr. Itilt Thcmpson of Cyprus Mines Corporation. An agenda (Enclosure 2) and a route map (Enclosure 3) were provided to the attendees. O e 800428n2 % \\.
Ross A. Scarano M R i i 19F0 The attendees were first taken to the Hansen mine site. From this area, alternative tailings disposal Sites J, F, and G could be viewed. The major geologic unit to all of the sites near the mine (including Sites N, H, and L which were not viewed during the visit) is 39 Mile Andesite. The andesite is generally highly fractured and pervious; thus, lining would be required. Foundation treatment and impoundment construction would be difficult and expensive because of steep slopes and hard rock abutments. All of the alternative sites near the proposed mill were viewed by the attendees. The major geologic unit of all of these sites except Site C is the Echo Park Formation. Site C is located in Precambrian granite. Using sucn criteria as minimization of drainage area, small impoundments, and avoidance of steep slopes, Cyprus concluded that Sites B, B2, and C were the best sites located near the mill. The B2 site was chosen by Cyprus as superior to the others for environmental, safety, and cost effectiveness reasons outlined in their environmental report. At the site visit, the NRC staff stated that the investigations and presentation. in their Environmental Report for below-grade disposal alternatives were deficicnt. Thus, Cyprus was instructed to perform a more detailed alternative onelysis of below-grade disposal (e.g., series of small embankments and excavated cells at the B2 site) for NRC review and consideration. The NRC stated at the close of the site visit that the staff's review should be completed in approximately four months, assuming the timely resolution of questions,on the proposal and the investigation of below-grade disposal alternatives.
