By a vote of 5 to nothing the Commission 7

has approved an effective amendment to Part 50, with 9

modification, to require that certain holders of power l

reactor operating licenses periodically update their 10 i

final safety analysis reports.

This is the so-called

effective 75 days after publication in the Federal Register.

a petition for rule making filed by Mr. Wells Elderman 19 l

of Durham, North Carolina.

21 good cause for late-file petitions to intervene to persons i

O newly arrived in the vicinity of a nuclear power plant or i

23 to organizat(ions formed after the deadline for intervention.

basing his approval on certain assurances,which I will 10 cite in a moment, the issuance of a license for a fuel 11 loading and low power testing for North Anna, Unit 12 Number 2.

This license when issued will set conditions le under which the Virginia Electric Power Company is 13 l

authorized to load fuel, perform startup testing at 14 I

l zero power, and test the power levels not in excess of 17 five percent of rated power.

i la Commissioner Gilinsky in approving this action 19 l

l has stated that he approves the issuance of this limited 20 I

license on the basis of the assurance provided by the

acting executive director for operations by memorandum 22 l

i of April 3, 1980; that all information having any bearing 23 4
