Dear Ms. Look:

Congressman Ertel referred your telephone inquiry of March 17, 1980, to me for response.

You asked why Metropolitan Edison Company (Met Ed) did not accept the loan of a cryogenic processing system from the Limerick Nuclear Power Station to remove the krypton-85 from the Three Mile Island Unit 2 reactor building rather than purging to the atmosphere.

Met Ed submitted to NRC a " Safety Analysis and Environmental Report" (November 13,1979) in which they evaluated four alternative methods for decontamination of the TMI-2 reactor building atmosphere: purging to the atmosphere, charcoal adsorption, gas cogression, and cryogenic processing.

The cryogenic processing section of the report did discuss the use of the Limerick equipment. The NRC staff evaluated the use of this equipment in considering cryogenic processing as a decontamination alternative in its

" Environmental Assessment for Decontamination of the Three Mile Island Unit 2 Reactor Building Atmosphere" (NUREG-0662), a copy of which is enclosed for your information (see Section. 6.4).

In its Environmental Assessment, the NRC staff considered the importance of removing the krypton from the reactor building as expeditiously as possible.

Since the cryogenic processing system would require 18 months or more to design, construct, house, and test before it could go into operation, the NRC staff recomended the purging alternative.

However, the Commission is responsible for making the final decision about which alternative is used.

Should the Comission require use of the cryogenic processing system, the equipment will still be available for Met Ed to purchase.
