Dear Anthony:

This is in response to your phone conversation regarding the role of the Governor-appointed State Liaison Officers (SLO).

The SLO program was initiated in the Spring of 1977 to improve NRC-State cooperation, particularly where we had active or imminent licensing reviews on environmental or siting issues on nuclear facilities.

In May, 1977, NRC Chairman Rowden sent letters to the Governors asking them to appoint a person in their State to act as a liaison officer to the NRC to improve Federal / State cooperation.

The program was initially set up to provide a useful working capability in siting and environmental matters over which we had shared responsibilities.

However, the program has been expanded to include all aspects of our program, such as, transportation of radioactive waste, emergency response planning, low and high-level waste management, decommissioning, etc.

We look to the SLO's to provide a communication channel between the States and the NRC; to be the key person in his State to keep the Governor completely informed on regulatory or emergency matters of interest to the Governor; to keep other appropriate officials within his State informed on regulatory or emergency matters.

ToassisttheSLUinkeepinguptodateinregulatorymatters,theNRCsends copies of publications, Federal Register notices, copies of proposed rules and selective documents which we believe will be of interest and assistance to the States. We would ask that the SLO pass along the publications to other State officials who would have an interest in the material.

During the past two years we have held regional meetings to acquaint the SLO's with our regional office operations and to get together to discuss mutual regulatory interest.

In October, 1977 a meeting was held in Washington for SLO's to introduce them to the Commissioners as well as the Office Directors.

We are planning to hold a meeting in Washington in the latter part of 1980 for all SLO's.
