Dear Mrs. Gilbert:

I l

I am writing in response to your letter to Consnissioner Handrie regarding the

)

l Three Mile Island nuclear plant.

I regret that this answer to your letter has been delayed. The accident and its consequences have created a substantial

.j increase in the agency's workload, which has prevented me from responding to you as promptly as I would have liked to.

With regard to your concern about polluting the environment through the EPICOR-II system, this method is limited to the decontamination of the waste j

water currently stored in tanks in the auxiliary building. The processing of this water will not remove all of the radioactivity, but will clean up the l

water to the extent that it will not pose further risk to the public or opera-

.. l tions personnel. In addition, before any of the decontaminated waste water is disposed of. NRC will issue an environmental assessment and give the public an l

opportunity to cosusent on a proposed disposal method.

I appreciate your concerns and assure you that every effort is being made to ensure the continued protection of the health and safety of the public, not only at the Three Mile Island Station, but also at all nuclear power plants.

Sincerely, I

i rold R. Denton., Director Office of Nuclear Reactor Regulation 4
