MOTION FOR APPROVAL OF STIPULATION The Nuclear Regulatory Commission Staff (" Staff") hereby moves the Atomic Safety and Licensing Board (" Board") to enter an Order pursuant to 10 CFR 6 2.753 approving the attached stipulation identified as Exhibit A.
Texas Utilities Generating Company, et al. (Applicants) and Richard L. Fouke, on behalf of Citizens for Fair Util*: ties Regulation (CFUR) have authorized the Staff to advise the Board that they, as signatories of the attached stipula-tion, join in this motion.
In support of its motion, the Staff states as follows:

The NRC Staff, Applicants and Richard L. Fouke met on July 17, 1979, pursuant to the Board's direction in its Order of May 9,1979, to try to reach a stipulation on one or more of the contentions filed by CFUR.
Further negotiations since that meeting were conducted by telephone conferences and correspondence. The parties' negotiations covered the G

contentions contained in CFUR's " Supplement to Petition for Leave to Intervene," dated May 7,1979; " Motion for Leave To Amend Supplement to Petition for Leave to Intervene," dated May 29, 1979 and " Motion To Add Contention," dated October 31, 1979.

The extent of the parties' agreement concerning CFUR's contentions is as stated in the stipulation. A " Statement of CFUR Contentions" (as revised through the parties' negotiations or as originally proposed) is included as Attachment A to the stipulation. The parties' positions with respect to these contentions are stated in their respective reports filed on April 10,1980, ;ursuant to the Board's Order of March 19, 1980.

Approval of this stipulation is deemed appropriate since it will aid in the orderly administration of this proceeding without compromising the I
rights of the parties involved in the proceeding.
