AMENDMENT OF MATERIALS LICENSE NO. SNM-1265 AS FOLLdlS:
(a) AD0PTION OF C-series, NE00-21326, CONSOLIDATED SAFETY AllALYSIS REPORT FOR b! ORRIS OPERATION (b) INCORPORATION OF PROVISIONS FOR FACILITY CHANGES, TESTS AND EXPERIMENTS
' Gentlemen:
General Electric Company (the applicant) hereby applies for amend-ment of Materials License SNM-1265 as described in the following paragraphs:
(a) On February 27, 1979, the applicant submitted a request for renewal of Materials License No. SNM-1265 which is now pending. As a part of the documentation for that application, NED0-21326C, Consolidated Safacy Analysis Report for 1!arris Operation was submitted.
This report was the same in substance as NED0-21326 Revision A through A4, except that NED0-21326C included a decommissioning plan (Appendix A.7).
On October 15, 1978, the applicant had filed for an amend-ment to incorporate Operacion Specifications as contained in Chapter 10, Revision A4 of NED0-21326, and to terminate Materials License SNM-1281, the conditions of which are also contained in Chapter 10. The requested amendment was issued on April 10, 1979 as Amendment 7, Materials License No. SNM-1265.

G E N ER A L [h ELECTRIC The content of Chapter 10, operation Specifications, is the same in fled 0-21326C as it is in ilED0-21326A4.
In other respects, the content of the two series of reports is the same in substance except that Revision Cl* has been issued to incorporate extended demographic information and correct a table related to environmental monitoring.
It appears uneconomical and potentially confusing to maintain two sets of safety analysis reports containing the same license conditions (Chapter 10).
Therefore, the applicant requests that Materials License flo. SNM-1265 be amended to delete references to the A-series revisions of NED0-21326, substituting references to the C-series revisions as hereafter described. The requested amendment will, in effect, cancel the NED0-21326A-series reports, and make the NED0-21326C-series reports applicable to activities at Morris Operation. All conditions of the License Amendment 7, dated April 10, 1979, would continue to be applicable to Morris Operation, with the addition of a proposed new operation specification to be added to Chapter 10 as described in (b), following.
(b) The applicant has enclosed ten copies of a proposed amend-ment to the Operation Specifications, Chapter 10 of NED0-21326C. This Amendment, designated Revision C2, would authorize the applicant to make changes in the florris Operation facility and procedures, and perform tests and experiments without obtaining prior approval from the Commission providing that these actions would not involve unreviewed safety issues or other limitations as defined in the revision.
The proposed amendment is based on provisions of 10CFR50.59 and the proposed 10CFR72.34 as well as matters related to occupational exposure and environmental considerations.

The proposed Revision C2 also includes new offsite exposure data, based on the expanded demographic information furnished in Revision C1.
It is recommended that license condition 11, line 4 of Materials License No. SilM-1265 be amended to read "...; Chapter 10., Operation Specifications, Revisions C and C2, shall contain..."

GENER AL h ELECTRIC Item 2 of the license should be corrected by deletion of " Nuclear Energy Programs Division" and substituting " Nuclear Fuel and Services Division" to reflect a change in General Electric organization nomen-clature.
No other changes in the license appear to be necessary to accommodate the requested amendments.
A check in the amount of $110.00 is enclosed as fee for these actions.
We believe this is appropriate because the proposed cancellation of NE00-21326 A-series, item (a) above, is purely an administrative action, as is the change in organizational nomenclature. The.in-corporation of a new Operation Specification proposed in (b) above is also administrative in nature, having been based upon standard, corresponding provisions of existing and proposed regulations.
