Based on a review of available infonnation, we have determined that there are e.o practical alternatives to the port of Portsn:outh that M"'"j are not located in heavily populated areas.

Accordingly, under the provision of 10 CFR 73.37(a)(3) the route through Portsmouth, Virginia is approved provided that the additional protective t

measures specified in 10 CFR 73.37(d) are maintained.
