Dear Mrs. Nielsen:
This is in reply to your letter of May 22, 1979, to President Carter about the Three Mile Island accident.
I am sorry for the long delay in responding, but we have been very busy with the aftemath of that accident.
The report of the President's Commission on the Accident at Three Mile Island stated:
"Just how serious was the accident? Based on our investigation of the health effects of the accident, we conclude that in spite of serious damage to the plant, most of the radiation was con-tained and the actual release will have a negligible effect on the physical health of individuals. The major health effect of the accident was found to be mental stress."
The two nuclear units at Three Mile Island are shut down. Unit 2, where the accident occurred, is not operable and won't be for a long time to come. With regard to Unit 1, the Nuclear Regulatory Commission in its order of July 2,1979, directed that it shall remain shut down until further order of the Commission itself after a public hearing. Prehearing conferences have been held, but the hearing itself has not yet started.
I assure you that every effort is being made to protect the public health and safety at all nuclear power plants currently in operation or that may begin operation in the future.
