ORDER April. 10, 1980 We now have before us the " Memorandum of Department of Justice in Response to Petitioners' Memorandum of Additional Authorities Submitted Pursuant to the Appeal Board's March 28, 1980 Order".
It appears from an examination of that memorandum that the Department of Justice has confined itself to a response to the memoranda filed by the other parties on April 4 pursuant to our March 28 order.
For this reason, the motion of the Houston Lighting and Power Company seeking to preclude the fil-
