Response to Inspection Report No. 50-309/80-01 In reply to Reference (b), the following information is hereby submitted:

Item of Non-Compliance A.

Technical Specification 5.8.1 states, in part, " Written procedures shall be established, implemented and maintained covering the activities referenced below:

The applicable procedures recommended in Appendix "A" of Regulatory Guide 1.33, November, 1972." Procedure 9 1.10, " Radiation Work Permits", requires in part that, " Personnel should not deviate from instructions on the Radiation Work Permit without authorization from Health Physics and the Shift Operating Supervisor."

Contrary to the above, during an inspection in the refueling cavity area on January 21, 1980 the inspector identified that the refueling machine operator was not wearing protectiite cotton gloves as required by RWP 80-1-463 of January 21, 1980.

Response

As indicated in Reference (b), corrective action was initiated immediately, was reinspected prior to the end of the inspection, and was found to be acceptable.

Refueling machine operators have been reminded that unless special Health Physics surveys have been performed and the Radiation Work Permit modified, protective cotton gloves shall be worn while operating the refueling machine.

Technical Specification 5.8.1 states, in part that, " Written procedures shall be established, implemented, and maintained covering the activities referenced below:

Procedure 10-1, " Core Reloading Maine Yankee Reactor" requires, in part, that "2.1 Changes in configuration of fuel assemblies...shall cease immediately...if any of the following occur.. 2.1.7.

The neutron count rate audible signal becomes unavailable in the Control Room or refueling cavity area."

Contrary to the above, during an inspection of the refueling cavity area on January 21, 1980, the neutron count rate signal was inaudible.

Response

As indicated in Reference (b), corrective action was initiated immediately, was reinspected prior to the end of the inspection, and was found to be acceptable.

A procedure change has been initiated requiring verification of the audibility of the Audible Neutron Count Rate in the containment as a part of the Refueling Machine Operation procedure.
