Dear Mr. Huller,
Please aadress the following to the nenbers of the liuclear Replatory C:mniscion. It is the statement I nade in eerson on March 20,19S0 during the sconing neeting for the rublic to nake connents, suggestions, etc.
concerning the Environnental Inpact 5tatenent on the clean-up of Three
..ile Island.hclear 3tati;n Unit 2.
I retre=ent the He athcote 7 alley Alliance. I have the following nggesti.ns c.:ncerning the carrying cut of the environnental inoact
-tatenents Lne: Ihat a board of citizene be established to have incut directly and powerfully. This board sh:uld can.sist of : a) citizens unierwn by the.;20 members or the Federal g nernnent before telection; b) dactars, pediatricians, and vetenarians who are nat empl:yed by any derartneat of the governnent; c) physicists, psychvlogists, and other scientiati, inclading ocelogists, who are nct enslcyed by any governnent office which has a legal or m netary tie to nuclear power plants, prodsets from thea ar nuclear weac:ns, or elements neces.sary for the croducti;n of nuclear fuel.
"'his boa:d chculd neet regularly witn at least,ne facilitator cho sen by the board nenbers; vith a monthly tine to jointly decide on r;tating the per on tha facilitates thote neetings..111 suggestians, facts, and ideas should be considered fally and res, ectf lly by the 33C. The 32C nenbers shoild need an arnroval fren the majority vote fren this board before any clean-up action is taken.
Two:
That no Krypton be vented into the atmosphere; and that no triticated water be released into any body of water--the Jusquehana or the ocean.
Ihree :
That every nedoer of the.luelear Regulatory C:nnismi n la:k ur:n himself or herself in a way that he 2ees the large scope of his essitien and decisions. I strangly urge each ne nber to look at what she or he does as a possible act that effects the world now and far into the future.

I suggest each member think in scientific as well as moral terms toward the c ncect of human error, and the.eality of: accidents, both minor and major; radiation, both low level and high level; craniun tailings and the treatment of I!ative Americans dae to mining; and, most incortantly, nuclear wastes.
I suggest that the IIRC take a very heroic, historical step now in changing the tides of our environmental influences. I urge each member ta take a moral lead in this giant step, and do their part in seeing that Three Mile Island Unit 1 and 2 be closed doc permanently, with a clean-up and storage system carried out as thoroughly and carefully as possible, with no expenses barred.
Upon reflection since the meeting on March 20 and now, I also urge that members considerrthe psychological influence this plant has on the local citizens and neighboring areas; furthemore, I suggest ways be looked into that would not charge citizens money for the extenses incurred by Met Ed's mistakes.
Thank you for your attention and serious censideration of these suggestions.
Sincerely, gl
