We have reviewed your letter dated June 7,1973, concerning O the apparent violation in our procedure review activities. The QAP-4 pro-cedure, " Review of Operating Procedures and Test Procedures," was one of the first proceduresdeveloped to imple=ent the Arkansas Power & Light i
Company Quality Assurance Program. Because of its early development, this procedure could not be used until the first test procedures were developed, more than one year after the approval of QAP-4. During this time period the develo.pment of the Plan for Pre-Operational Testing and other procedures for the review and handling of new operating and test procedures made QAP-4 obsolete before it could be implemente'd. Therefore, QAP-4 was deleted from the AP&L Quality Assurance Program on June 5,1973, thereby correcting the '
violation and preventing reoccurrence.
In addition to the procedures now in effect for the handling and review of new operating and test procedures, each of the procedure review committees (Plant Safety Committee, Safety Review Committee, and Test Working Group) are developing procedure review guidelines to further improve the '
procedure review process. It is expected that these guidelines will be com-plated by July 15, 1973.
